Just cleaning things up.

CloudSim Plus originally didn't provide a behavior for IOPS provisioner
when working with VerticalScaling.

This commit will ensure that the HostSimple entity now provides a
implemented structure for working with IOPS provisioner scaling.

We needed a Vertical Scaling implementation to reflect our scaling
algorithm strategy for a given resource (e.g: IOPS, CPU).

This commit will allow us to demonstrate our scaling algorithm in a
vertical way for the IOPS resource.
