Update jenkins job's  configurations
    
There are two new parameter to configure at the job builder to manage properties which once were manually updated:
    * oneview-credentials-file
    * hwinfo-properties-file
This is possible due to Jenkins' 'copy-to-slave' and 'envinject' plugins. 

This patch also disables DNSSEC check made by 'unbound' at slaves (could not resolve *.org names using LSD new DNS server).

New configuration for for:
    * l3 plugin (jenkins vms lost connection through floating ip during stack) - https://review.openstack.org/#/c/356026/
    * select images for testing (it was trying to use cirros instead)- https://review.openstack.org/#/c/329625/
    * IPA download branch - recovered from jenkins edit history (last successful build in august)
    * unprovision_timeout - recovered from jenkins edit history (last successful build in august)

Revert "Fixing openstack-repos element"

This reverts commit 77ed7dcc

Upstream links are not to be used to cache repos. Doing it like this, yelds to errors during dib image creation at nodepool.

The oneview-integration-tests repo was moved from Thiago's project to under
IronicDrivers project umbrella on gitlab. This patch changes the download link
for the jjb script for power & management job.

Sometimes, nodepool was creating 2 nodes with iscsi label. This should
workaround that.
