Enable service n-api-meta because cloud-init not work, this bug was reported in https://bugs.launchpad.net/heat/+bug/1701467 and solution in https://review.openstack.org/#/c/479209/1. This problem occurred after the update https://review.openstack.org/#/c/457715/
