merged in ironic project, our CI server needs some
updates to reflect the new behavior for setting
boot device operations. This patch adds new tests
for set boot device and updates the existing one.

Clean server profile

Add script to clean a Server Profile from a Server Hardware. The clean operation has two steps:
* a prepare using `prepare_test_clean.sh` to set up the environment with oneview credentials and Server Hardware information
* an execution trigger using `tox -eclean`
This two steps are needed to ensure the CI server could configure before tests execution and the clean operation is performed for every check at CI server whether the tests were successful or not.

Enable dynamic allocation

Changes made to power and management tests to enable dynamic allocation. 
These tests use a node created with python-oneviewclient with fake_oneview driver and corresponding to a DCS server with an already applied ServerProfile.

It is possible for failing tests to leave an applied Server Profile
at a Server hardware, causing following test to fail due to dynamic
allocation requirements. This patch adds a helper to power off and
remove the Server Profile for a given Server Hardware URI.
